A plug-in that the developer  installs using standard Eclipse update procedures.  The client contains the pedigree recorder/tracker and report generator.  The client also includes a little application called Enterprise Adopter that you can point to a folder or a branch of your repository, and it will try to identify the licensing and copyright ownership of all files in that folder/repository.

Our Global Intellectual Property Server (GIPS) holds signatures of millions of pieces of software, and given a signature, can identify its licensing requirements. The GIPS can be hosted by Protecode or located at the customer location.
